With FIFA introducing these new anti-racism measures with heavy penalties for countries who don't comply and severe punishments for clubs who breach the rules, does anyone actually believe that these will be enforced as heavily as suggested?
I'm a slight pessimist but looking back to any of the recent Chelsea scandels with transfers and the like, there was talk of points deduction and the like, none of which happened. I'm sure no club would really want to test FIFA out to see if they're being truthful about the full impact of any racism within the crowd, but on the continent (especially Spain) it happens regularly and often against some of the best players in the league.
I don't believe that they will truly get near to stamping out racism in the football leagues across the world untill a heavy example is made of a persistent offender. Then other clubs will fear the same and try that extra little bit to stamp it out amongst their own supporters.

I don't think anyone is worried about FIFA. They (like UEFA and especially the FA) are spineless and they won't actually do anything apart from say, "this is a final warning" or they will hand out piss-poor fines that amount to nothing but at least they can hide behind that and say, "we are doing our bit".
